A distinguished civil servant whose journey from a small village near Rajapalayam, Tamil Nadu, to becoming one of Karnataka’s most respected IAS officers and now an IAS Mentor is a story of resilience and dedication. With a background in Genetics and Biotechnology, his early academic excellence earned him prestigious honors like the “Young Scientist” award by the Government of India and the Dr. P.S. Lalitha Award. Driven by an unwavering commitment to public service, he joined the IAS in 2010, having initially been selected for IFoS and IPS. Over his career, he has championed transformative initiatives such as paperless offices, women’s empowerment projects, and welfare programs for differently-abled persons.
Dr. Manohar has extensive experience in development of infrastructure projects across various sectors on PPP mode. Also, he spearheaded development of 5 airports in Karnataka to improve regional air connectivity in the State. He championed sustainable mining development and sustainable tourism development in Karnataka. His work also extends into the fields of education for students, youth empowerment, and livelihood promotion for women. He has been instrumental in launching programs for integrated housing for the urban poor, fostering entrepreneurship among the youth.
He has been awarded with various national awards and international recognition for his selfless public service with focus on education of youth, socio-economic development of womenS. downtrodden. He has also played a key leadership role in organising successful G20 events held in Karnataka. His visionary approach to urban water management, particularly in Bengaluru, has set a national example for sustainable urban water solutions and also received United Nations Framework for Climate Change convention’s recognition. Dr. Manohar’s leadership reflects his deep commitment to public service and has left a lasting impact on the communities he serves, positioning Karnataka as a State leading in progressive governance and sustainable development.

- UN Recognition: Received international acclaim for pioneering water conservation efforts, with the United Nations recognizing several initiatives as models of sustainable urban water management.
- Cauvery 5th Stage Commissioning: Successfully led the execution and commissioning of the Cauvery Phase 5 project, a critical initiative to increase water supply to underserved areas in Bengaluru. This project significantly improved water availability and quality for a large section of the city’s population.
- Summer Water Crisis Management: During a critical summer water crisis, implemented the innovative “Pancha Sutras”approach—five focused strategies that included emergency water supplies, rapid repairs of distribution systems, public awareness, alternative sources, and intensified conservation efforts—effectively mitigating the shortage impact on residents.
- Advanced Water Distribution Technologies: Championed the adoption of cutting-edge technologies to enhance water distribution networks, improving reliability and minimizing scarcity across Bengaluru.
- Wastewater Treatment and Reuse Systems: Established robust systems to treat and recycle wastewater, a forward- thinking step that reduced strain on water resources and addressed critical water shortages through sustainable reuse
practices. - Rainwater Harvesting (RWH) Promotion: Played a leading role in enforcing RWH regulations across Bengaluru and initiated public education programs to instill sustainable water practices among citizens.
- Leak Detection and Water Loss Reduction: Introduced advanced leak detection technologies, reducing water loss within the distribution system and saving substantial quantities of water each year.
- Infrastructure Modernization: Oversaw the modernization of critical water infrastructure, including the replacement of aging pipelines and upgrades to water treatment facilities, ensuring higher efficiency and resilience in water supply.
- Community Awareness and Engagement: Launched comprehensive awareness campaigns to promote water conservation, particularly in schools, to foster a culture of water-saving practices and inspire community participation in conservation efforts.
- Real-time Water Quality Monitoring: Implemented systems for continuous water quality monitoring, safeguarding residents’ access to clean and safe drinking water.
- Public-Private Partnerships (PPP) for Wastewater Management: Established collaborative PPP models to develop additional sewage treatment plants, contributing significantly to improved wastewater management and environmental protection.

- Development of Nandi Hills Ropeway on DBFOT Model: Played an instrumental role in development of passenger ropeway at Nandi Hills as a sustainable mode of tourist transport. The Concession Agreement was signed for development of ropeway project DBFOT model for an investment of INR 94 Crore.
- Best Tourism Village Award for Hampi: Hampi was awarded the Best Tourism Village by the Ministry of Tourism, recognizing its unique cultural significance and visitor appeal.
- UNESCO World Heritage Recognition: Achieved UNESCO World Heritage Site status for Karnataka’s iconic heritage sites—Belur, Halebidu, and Somanathapura.
- Green Champion Award: Honored by CNN India with the Green Champion Award for sustainable tourism initiatives across Karnataka.
- Dakshina Utsav: Successfully organized the inaugural Dakshina Utsav, a landmark event to promote tourism in Southern Indian States, highlighting South Indian States cultural richness and diversity.

- Led the development of airports in Shivamogga, Vijayapura, Raichur, Karwar, and Hassan, with a total project cost of INR 1,415 crore.
- Advanced the development of a 400-acre business park near Bengaluru International Airport, inspired by Gujarat’s GIFT City at an estimated project cost of INR 5,000 Crore.
- The Bengaluru Signature Business Park (BSBP) completed its first phase at a cost of INR 945 Crore which also included development of Convention Centre. The second phase is underway—marking a major step in transforming the region into a business and innovation hub.

Best Mining State Award 2021-22: Secured the Government of India’s award for Karnataka as the Best Mining State, acknowledging the state’s excellence in sustainable mining practices and resource management.
Driving Policy Reforms in Mining Sector: Under the Karnataka Minerals, Mines & Constructions Rules, significant policy reforms were introduced to liberalize mining operations and enhance efficiency. These reforms resulted in a remarkable increase in the state’s royalty income, soaring from U4,000 crores to U6,500 crores within a single year, showcasing the impactful strides made toward economic growth and resource optimization.

1 Lakh Affordable Housing Units Planned for Bengaluru’s Urban Poor: As Managing Director of Karnataka Housing Board, the role involved spearheading a transformative initiative addressing Bengaluru’s urban housing challenges. A comprehensive plan was developed and implemented to construct 1 lakh affordable housing units for the city’s urban poor. During the tenure, 52,000 housing units were successfully completed.
